Redaction removes content — covering it up does not
The most consequential mistake in document handling is drawing a black rectangle over sensitive text in a PDF editor and treating that as redacted. The rectangle is a separate object drawn on top. The text is still in the file, in the content stream, exactly where it was — and selecting the area and copying pastes it out in plain form.
This has caused a long series of public incidents involving court filings, government disclosures and corporate submissions, all following the same pattern: a document published with the covering shapes intact and the words underneath fully extractable.
What real redaction does
Proper redaction removes the underlying content from the document rather than obscuring it. After redaction there is nothing beneath the mark to recover, because the text is no longer in the file.
Verify afterwards, every time
Whatever tool you use, check the result before releasing it:
- Open the redacted PDF, select all, copy, and paste into a plain text editor. The redacted words must not appear.
- Use the PDF reader's search to look for a name or number you removed.
- Check the document properties — title, author and subject fields often retain the original filename, which can itself be revealing.
Scanned documents behave differently
A scanned page is an image, so there is no text layer to remove unless OCR has been run over it. But if a text layer was added, redacting the visible image without removing that layer leaves the words searchable. Run the copy-paste test on scanned documents too.
